What is the title of the book where a young girl had to remove red nail polish with perfume?

I read this book years ago, I think she was from a well to do family, she had a younger brother, I don't think her mother was alive, there was a nanny/caretaker. I think it was set in Manhattan. One day she went out and got her hair done, a manicure with red polish, and bought some perfume that she really liked. Her father was furious with her at the dinner table and made the caretaker remove the polish with her new perfume.
